4,755,000,000,000,000원. 눈을 비비고 다시 봐도 믿기지 않는 숫자, 4755조원이다. 최근 청와대 영빈관에서 이재명 대통령과 이재용 삼성전자 회장, 최태원 SK그룹 회장이 나란히 손을 맞잡고 발표한 ‘대한민국 대도약 3대 메가 프로젝트 국민보고회’에서 나온 투자 총액이다. 최첨단 메모리 반도체 팹 하나를 짓는 데도 20조원이 넘게 드는 걸 감안하면, 이번 수치는 아예 산정의 단위와 차원을 달리한다. AI라는 초거대 문명사적 전환기 앞에서 국가와 초일류 기업이 운명을 걸고 던진 사상 최대의 판돈이다.

향후 10년 투자 구상은 긴박하고 압도적이다. 삼성은 총 2655조원을 베팅한다. 평택·용인 반도체 클러스터에 2030조원을 투입해 초격차를 다지는 한편, 호남·충청·영남 지방 권역에 625조원을 분산 배치한다. 특히 광주를 낙점한 뒤 해남·고창 등으로 확장되는 호남권에는 425조원을 투입해 반도체 팹과 AI 데이터센터, 미래 에너지를 아우르는 거점을 세운다. 충청권 140조원, 영남권 60조원 투자도 촘촘하다.

SK의 기세도 매섭다. 총 2100조원 중 AI 반도체 생산벨트에 1100조원, AI 데이터센터 구축에 1000조원을 밀어 넣는다. 용인 클러스터 600조원, 청주 낸드 팹 100조원과 함께 서남권 차세대 팹에 400조원을 투입해 수도권 집중을 완화한다. 아울러 SK텔레콤을 주축으로 15GW 규모의 초대형 AI 데이터센터 클러스터도 조성한다.

산업계에선 기대와 우려가 교차한다. 하루 65만톤의 용수와 원전 20기 규모의 전력을 어떻게 적기에 공급할 것인가라는 현실론부터, 정치 일정에 맞춘 장외전 아니냐는 냉소까지 존재한다. 내부의 소란과 달리 외신들은 대체로 긍정적이다. 로이터통신은 “이재명 정부 출범 이후 가장 대담한 산업 전략”이라고 평가했고, 블룸버그와 월스트리트저널은 한국이 미래 AI 수요에 맞춰 공급망 성장을 선제적으로 촉진하려 한다고 분석했다. 물론 과감한 인프라 투자가 장기적인 공급 과잉으로 이어질 수 있다는 경고도 나오지만, 글로벌 시장은 한국 정부와 빅테크 동맹의 대담함 자체에 주목하고 있다.

올해 서울국제도서전의 화두는 ‘호모 두두리’였다. 두두리는 옛 문헌 속 도깨비의 원형이자, 뜨거운 불 앞에서 달아나지 않고 그 불을 응시하며 쇠를 단련하던 대장장이의 옛 이름이다. 지금 우리 앞에는 AI라는 거대한 불길이 타오르고 있다. 기계가 완벽한 확률로 정답을 내놓는 시대에, 인간은 안전한 답을 거부하고 뜨거운 불 속에 스스로를 던져 넣으며 더 큰 질문을 망치질한다. 이번 4755조원의 메가 프로젝트는 그 호모 두두리의 철학을 닮았다. 적자 속에서도 투자를 감행하고 남들이 가보지 않은 피지컬 AI와 차세대 메모리 영토로 나아가는 힘은, 단기 성과급이나 확률적 계산기에 의존하는 이들이 내릴 수 있는 결단이 아니다.

국가 대도약을 위한 거대한 주사위는 던져졌다. 숫자의 크기에 취해 있을 시간은 없다. 진짜 진가는 발표 당일의 호방함이 아니라 이후의 실행력에서 증명된다. 관료주의의 덫에 걸려 인허가가 늘어지거나 전력과 용수 공급에 발목이 잡히는 순간, 거인들의 결단은 허망한 신기루로 변할 수 있다.

4,755,000,000,000,000 KRW. It is a staggering figure—4,755 trillion won—that demands a second look to be believed. This is the monumental total investment unveiled at the Blue House Guest House during the "Grand Leap Forward: 3 Mega Projects Public Briefing," where President Lee Jae-myung, Samsung Electronics Chairman Jay Y. Lee, and SK Group Chairman Chey Tae-won stood hand in hand. Considering that constructing a single state-of-the-art semiconductor fab costs upwards of 20 trillion won, this initiative operates on an entirely different scale and dimension. It represents the largest stake ever wagered in history, thrown onto the table by a nation and its top-tier tech giants as they pledge their destinies to the dawn of a titanic civilizational shift: the AI revolution.

The investment blueprint for the next decade is both urgent and overwhelming. Samsung is wagering a total of 2,655 trillion won. While funneling 2,030 trillion won into the Pyeongtaek and Yongin semiconductor clusters to solidify its "super-gap" leadership, Samsung will also distribute 625 trillion won across the Honam, Chungcheong, and Yeongnam provinces. Notably, 425 trillion won is earmarked for the Honam region—centered on Gwangju and expanding to Haenam and Gochang—to establish a comprehensive hub spanning semiconductor fabs, AI data centers, and next-generation energy infrastructures. Complementing this is a meticulous allocation of 140 trillion won for the Chungcheong region and 60 trillion won for the Yeongnam region.

SK’s momentum is equally fierce. Out of its 2,100 trillion won total, the group will channel 1,100 trillion won into its AI semiconductor production belt and 1,000 trillion won into building AI data centers. To mitigate regional disparity and ease capital concentration in the metropolitan area, SK will inject 600 trillion won into the Yongin cluster, 100 trillion won into the Cheongju NAND fab, and 400 trillion won into a next-generation fab in the southwestern region. Furthermore, spearheaded by SK Telecom, the group plans to construct a massive 15-gigawatt AI data center cluster.

Inevitably, expectations and anxieties cross paths within the industry. Realistic concerns persist regarding how to supply 650,000 tons of industrial water daily and secure a power infrastructure equivalent to 20 nuclear power plants in a timely manner, while some cynics dismiss the event as a politically timed theatrical display. Yet, in stark contrast to domestic skepticism, foreign media coverage has been overwhelmingly positive. Reuters hailed it as "the most audacious industrial strategy since the inauguration of the Lee Jae-myung administration." Meanwhile, Bloomberg and The Wall Street Journal analyzed that South Korea is preemptively accelerating supply chain growth to match future AI demand. Although warnings linger that aggressive infrastructure spending could lead to long-term oversupply, the global market is paying close attention to the sheer audacity of this alliance between the South Korean government and big tech.

The defining theme of this year's Seoul International Book Fair was ‘Homo Duduri.’ In ancient folklore, Duduri is the original archetype of the Korean goblin (dokkaebi), as well as an ancient term for a blacksmith who never fled from a blazing furnace, but instead stared directly into the flames to forge iron. Today, a colossal fire named artificial intelligence burns brightly before us. In an era where machines deliver answers with flawless probabilistic precision, humanity must refuse the safe options. We must throw ourselves into the heat of the furnace, hammering out larger, more profound questions. This 4,755 trillion won mega-project mirrors the philosophy of Homo Duduri. The fortitude to push forward with investments despite deficits, and to march into uncharted territories of physical AI and next-generation memory, cannot be forged by those who rely solely on short-term incentives or probabilistic calculators.

The die has been cast for a grand national leap forward. There is no time to be intoxicated by the sheer magnitude of these figures. The true value of this venture will not be proven by the grandiosity of the announcement day, but by the execution that follows. The moment bureaucratic traps delay permits or bottlenecks choke the supply of power and water, the bold decisions of these giants could evaporate into a hollow mirage.
